Call to
Order
Mayor
Boyette called the workshop to order at 6:30 P.M. in the
Council Chambers at Town Hall with the members of the
review committee, who were appointed at the October 17,
2005 Council meeting. Those members of the
Multi-Purpose Building committee were Dr. Charles O.
Boyette, Mayor, Council members George R. Ebron, Mayor
Pro-Tem and Councilwoman Cynthia M. Heath. Town Manager
Johnson and Recreation Director Harold Nixon were also
present and members of the review committee. Town Clerk
Marie J. Adams was not present at the beginning for the
call to order but arrived at 6:32 P.M.
Additional Time Requested for the Use of the Multi-Purpose
Building
Mayor
Boyette stated that Mr. Mitchell St. Clair had sent a
request to Mayor Boyette to increase their hours to
three hours of contact time per day. It was discussed
that the Northeast Elementary School which the members
of the Belhaven Chapter of the Boys and Girls Club
attend dismisses at 3:20 P.M. which puts the students
getting to the club at 3:45 – 4:00 P.M.
Town
Manager Johnson stated that the only concern/or conflict
with the increased hours to 6:30 would be on Monday –
Friday during the months of January and February only,
as these are the months which the Belhaven Recreation
Department sponsors youth basketball for ages 7 -9 and
10 – 12. Recreation Director Harold Nixon stated that
sign ups for youth basketball had begun and that he
anticipated the same number of teams in the league this
year. Town Manager Johnson explained that with the
number of teams involved between game nights on Tuesday
and Thursday and practice nights on Monday, Wednesday
and Friday nights the building would need to be utilized
by the Recreation department as early as 6:00 P.M. Town
Manager Johnson stated that the way he read the
guidelines for the suggested number of hours was a total
of nine contact hours per week and they may be workable
with the increase in hours for two days or by going five
day at two hours of contact each day.
There
was some discussion of the club members using the
classrooms only during the combined time of use but the
noise of the use in the gym area would be distracting.
Following much discussion, the review group suggested
that Town Manager Johnson contact Mr. Mitchell St. Clair
and ask him to meet and review the request for hours and
to see the activities of the Boys and Girls Club.
Adjournment
There
being no further business, Mayor Boyette declared the
meeting adjourned at 7:00 P.M.
